Schertz sits next to San Antonio, but it is not on CPS Energy. Power comes from Guadalupe Valley Electric Cooperative, a member-owned co-op. You cannot shop for a provider. The average residential rate is about 12.7¢/kWh.
Why Schertz Doesn’t Shop for Electricity
GVEC opted out of retail competition. Members elect the board and pay a bundled rate, not a retail plan.
GVEC does not generate most of its power. It buys wholesale, then bills a $25 service availability charge, a 2.38¢/kWh delivery charge, and a generation-and-transmission pass-through that moves with market costs. Cibolo is on the same co-op. San Antonio itself is CPS Energy.

Larger suburban homes and long Hill Country summers push usage above the Texas average. The $25 monthly fee is baked in even at low usage.
